adsl bandwidth limit (please help)

Dear;

I have 2 pcs connected each other with cross cable via ethernet cards and there is 128k adsl shared internet connection on my network. My adsl modem is zoom x4 and connected at usb port of server pc

Problem: The server machine (the pc that adsl modem connected) is using all the internet bandwith. He opens msn, icq, voice and webcam at one time and other client computer does not browse web or does not download files. For example the google (4kb page) comes in 45 seconds.

Please help me to limit the internet connection over my network. I want to configure like: server uses 50% of internet connection and client uses 50% of internet connection. Nobody can use all the bandwidth.

I want to make it over zoom x4 modem web console like: NAT, PPP Half Bridge or something like this.

I do not want to use a software that must be installed to server. For example if I use net limitter I will install it to server and the user at server pc can close this software and brake the limit settings and use all bandwith for own.

Please help me about this issue.
