IP addres 169.xxx.xx.x

i am trying to set up a home network through a linksys router, one pc gets the IP address of 192.xx.xx.x while the other PC gets an IP of 169.xx.xx.x, when i release and renew or reboot i still get the 169 IP. one pc winxp (working), one pc win98 (not working). can anyone help

The 169.xxx.xxx.xxx one is a local IP - indicating that this one did not get its IP from your router. The 192.xxx.xxx.xxx is the one you want for your pcs. I'd double check network card is working, connections , etc. Also, that its configured for DHCP (Dynamic IP ) Powering that computer down, then restarting it, may also be worthwhile.
