starting from scratch

i have a big problem. a big long problem....
i was thrown into the network admin role at my job because i "know about computers". i know hardware, not networking.
the network here is the worst. its a 6 computer workgroup i think.. i was able to buy and build 3 new comps(everything here was 10 yr old junk).
the 3 new comps are win xp pro sp2. 1 is still win 2000 pro and only needs internet, and the other 2 are in pieces and wont be used.
the internet comes in thru a t1 line, goes to a router (non firewall), and then to an old hub from the late 80s. the 3 new xp pro sp2 comps were just thrown on the existing network and somehow joined the existing workgroup. somehow they are able to see the only shared folder on the network and the 2 printers.
each computer has its own ip address. the subnet mask and gateways are all the same on all comps.
the 3 new computers have planet names. mars, neptune, and saturn. the old win 2000 pro comp name was changed to pluto.
there are 4 workers here. i'll use initials. S, T, J (me), and D. J and S share a comp.
the thing is that the network has gotten soooo bad because the boss and co-workers dont care what they delete/open/move/uninstall, so everything is messed up (viruses, shares dont work, computers dont see each other... )
our new isp is also banning the ip address of the comp with the shared folder on it saying the folder is publicly shared on the internet as well as the printers.

i only have maybe an hour a day at night to work on the network and that is usualy cleaning up viruses, reinstalling office, and other stupid things.

i will have some time to reformat everything from scratch soon, so i need some help. please correct me if i'm wrong.
first i'm going to put in a 8port dlink router with a firewall between the t1 router and the hub.
installing the os's from scratch, i'm going to
1: format all 4 comps. (backing up what is needed...).
2: reinstall xp pro sp2 on my computer first (mars)
3: create 4 users, S, T, J, and D.
4: give J(me) admin and the rest limited.
5: go to the MMC, add in users and groups snap in, and create a group called "workers" and add S, T, J, and D to the group.
6: go to network connections and enter in my network info. ip, gateways, whatever else like file/printer sharing and cleint for ms networks.
7: create/join a workgroup called "solar"
8: create a new folder, call it "sun", and uncheck simple file sharing. then share it.
9: in permissions, allow only the group "workers" full control of it. (not sure how to do that exactly, so a tutorial might be nice here).
10: go to the next computer (neptune) and install xp pro sp2
11: repete steps 3, 4, 6
12: join the solar workgroup
13: add network place and try to find the "sun" folder.
14: go to next computer (saturn) and install xp pro sp2
15: step 11
16: step 12, and 13.
17: go to last computer (pluto)
18: go to network connections and enter in info like ip, gateways, as it only needs internet access.
i know i'm missing a ton here so please feel free to fill in my plan.
i'm pretty sure there is a way to import users from 1 machine (mars) to another (saturn, neptune). how?
as for sharing the printers on mars, it seems simple enough, but just not sharing it with everyone online. can permissions be set on a printer?

It sounds like a plan. Maybe could be simplified. Keep the initial setup as simple as possible.

Ensure the router you choose has an SPI firewall (most have these days) and you're safe from the internet then and your ISP will be happy too. The Dlink router will contain a DHCP service so you should set all PCs to automatic IP and they will be given their IP, gateway and DNS by the router.

I am not convinced you need to disable simple file sharing or make user groups. With a fresh XP SP2 install just connect each PC to the network and it will obtain its settings and should see any network shares and shared printers. Each PC should have antivirus and spyware s/w installed and updated before connection to the network - due to your existing PCs are probably infected.

Users only need accounts (limited only) on the PCs they will work at. Access to shares is via XP's guest account.
