HOW CAN I CONFIGURE MY PHONE AND LAPTOP for FREE INTERNET ACCESS?

You might try reading the thread (http://forums.practicallynetworked.c...?threadid=6446) or even the posting that you quoted more carefully. Your posting has nothing to do with running multiple ISP connections simultaneously, so it has been moved off onto its own thread.

Normally, Internet/data access via a cellular phone is not free, it is at the minimum "metered" against your plan.

You need to contact your cellular carrier as each one has different requirements and procedures.
