I have windows XP home installed on a laptop.

I can see my wireless network when I view all wireless connections, but the
system is not letting me connect to the network. It attempts to connect, and then just times out. (I have another computer which can access the network without an issue.)

Furthermore, I cannot disable the wireless network. (I have been trying to
"restart" the connection. When I try to disable, I get the following error:

"It is not possible to disable the connection at this time. This connections
may be using one or more protocols that do not support plug-and -play, or it
may have been initiated by another user or the system account."

Any suggestions to remedy this issue would be greatly appreciated.

Seeing signal in the Wireless configuration application, or reading somewhere in the system that you are connected, does not mean that you actually have a functional Wireless connection.
If you can use the Internet with your Wireless Computer, the Wireless connection is OK. If you do not have an Internet connection available, a simple way to ascertain that you have a connection is to try to use the Internet Browser in a Wireless Client computer and find out if you can connect to the Router's (Access Point) Menus (see your hardware manual for the Router's IP Address, the login name and the password).

If you cannot connect to the Router this might help.
