Outlook Attachment issue

I need help with a Word/Excel issue on my Win2k Terminal Server. Users on the Terminal Server cannot use the File Send To Mail Recipient As Attachment (it is grayed out). Makes no difference if Outlook is open or not. Searched Technet for this but all it told me is that my Registry is corrupt which I am positive is not the problem. I am wondering if it is something to do with the Outlook Security Update. If anyone has any ideas, I'd appreciate it.
