We are using a wireless setup for our house and as of this past week have been having problems the signal has been cut in half almost so browsing the internet even has become a chore in patience. It's been like this for about a week and I've recently learned my roomate connected another wireless router to see if he could get it going. It is not connected to the modem so while there is no data being transferred there is still a signal being broadcast that can be picked up by the other two pc's in our house.

My question is this can the blank signal be drowning out our primary or blocking it some?

It is unlikely.
Although two wireless networks will interfere with each other and reduce the thruput they would have to be in the same channel range to affect each other and even then will not reduce the thruput to affect internet browsing.
Just put each router at oppositive ends of the wireless channel range.

You loss of signal is more likely to be some other form of interference.
