"Opening Ports" or "Port Forwarding" is usually set for one specific computer/device on the network based on its IP. If you are trying to allow any computer on your network to run the webcam application, then you may want to look into "Port Triggering" instead.
"Port Triggering" will open incoming ports based on a "Triggering" outgoing port from an application. That way, when a particular computer/device "trips" the configured port by communicating outwardly (via the configured application), the defined incoming ports are opened and will be closed when the "triggering" outgoing port is no longer in use.
One last thing to keep in mind about "Port Triggering" is that only one computer/device from within the network can be in use at a time for each rule set. Multiple "Port Triggering" rule sets can be defined for various applications.
