Running .cmd files during startup in XP

Is there a way to run a small .cmd file when WinXp starts? Let me be more clear.. I have more than one profile on my machines. When Xp starts up, it shows the users who have profiles.. What I want to do is to send a netbios command to my other pc to tell me that the machine is started.. before anyone logs on.. Putting it in a profiles startup folder only works when the user logs on.. I use wol, from a wireless laptop, and can start the machine.. I just want it to notify me when it has started..
